Papahānaumokuākea National Marine Sanctuary protects one of our world's most treasured marine environments, recognizing the significance of the area's biological, cultural, and historical resources. Sanctuary staff work with a variety of partners, including the Sanctuary Advisory Council, Papahānaumokuākea Marine National Monument Management Board, Papahānaumokuākea Native Hawaiian Cultural Working Group, and others, to supplement and complement the existing co-management framework of Papahānaumokuākea Marine National Monument.
Management Plan
The sanctuary's management plan determines how the sanctuary and its staff conduct daily operations, including scientific research, outreach, education, and collaboration with partners. The final management plan is informed by public comments on the draft sanctuary designation documents, as well as engagement with monument co-trustees.
Regulations
The sanctuary has its own set of regulations to protect important natural, cultural, and historical resources, while still allowing authorized access and responsible use within the sanctuary boundary. Learn which activities are prohibited within Papahānaumokuākea National Marine Sanctuary.
Permits
Access to the sanctuary is prohibited except 1) exempted activities; 2) pursuant to a sanctuary permit; and 3) when passing through the sanctuary without interruption. The sanctuary permitting process has been fully integrated into the existing permitting process for Papahānaumokuākea Marine National Monument.
Co-Management
NOAA’s Office of National Marine Sanctuaries co-manages the sanctuary with the state of Hawaiʻi and in partnership with the Office of Hawaiian Affairs and the U.S. Fish and Wildlife Service, consistent with the existing management of Papahānaumokuākea Marine National Monument.
